New Applicant: Eligible
Ashley recently graduated with a bachelor’s degree from Dublin City University, which is a designated institution in the new Higher Education constituency. Ashley is over 18 years of age and is also an Irish citizen. They now meet all of the criteria needed in order to register to vote in the Seanad Éireann election. Ashley can register to vote on SeanadVoter.ie and must do so by 23 January 2025 to be included in the register published on 1 April 2025.
They should have the following details ready before starting their application:
- Name at time of graduation
- PPS Number
- Contact details
- Name at time of graduation
- PPS Number
- Current address, address for ballot papers, and address at time of graduation
- Evidence of citizenship
- Details of degree(s), including institution graduated from, year of graduation, full title of degree, and student number (if known)

New Applicant: No Degree/Ineligible
Ben recently started an application to register for the new Seanad Éireann Higher Education constituency. He does not hold a degree. As Ben does not hold a degree from a designated institution, he is ineligible to be added to the register for the Seanad Éireann Higher Education constituency.

New Applicant: No Degree, National Diploma Only/Ineligible
Conall recently started an application to register for the new Seanad Éireann Higher Education constituency. Conall holds a national diploma from the Regional Technical College, Cork. The data from this college is held by Munster Technological University, which is a designated institution. As Conall does not hold a bachelor’s degree, master’s degree, or doctoral degree from a designated institution, he is ineligible to be added to the register.

New Applicant: International Degree/Ineligible
Darragh recently started an application to register for the new Seanad Éireann Higher Education constituency. Darragh holds a bachelor’s degree from a university in England, and a certificate from Maynooth University, which is a designated institution. As Darragh does not hold a degree from a designated institution, he is ineligible to be added to the register.

New Applicant: Degree Not Yet Awarded/Ineligible
Emily recently started an application to register for the new Seanad Éireann Higher Education constituency. Emily is studying for her bachelor’s degree in the South East Technological University, which is a designated institution, and will graduate in November 2025. As Emily does not yet hold a degree from a designated institution, she is ineligible to be added to the register this year.

New Applicant: Degree from a Non-Designated Institution/Ineligible
Fiona recently started an application to register for the new Seanad Éireann Higher Education constituency. Fiona is an Irish citizen and is 40 years of age. She holds a degree from an institution in Ireland that is not a designated institution. As Fiona does not hold a degree from a designated institution, she is ineligible to be added to the register. If she was to be awarded a degree from a designation institution in the future, she would then meet the criteria to be added to the register.

New Applicant: Non-Irish Citizen/Ineligible
Gabrielle wishes to apply to be included on the register for the Seanad Éireann Higher Education constituency. Gabrielle is 28 years of age and has a master’s degree from the University of Limerick, which is a designated institution. However, Gabrielle is a French citizen. Because Gabrielle is not a citizen of Ireland, she is ineligible to be added to the register. However, if Gabrielle was to become an Irish citizen in the future, she would meet the criteria to be added to the register.

New Applicant: Multiple Degrees/Eligible
Hannah recently started an application to register for the new Seanad Éireann Higher Education constituency. She holds a bachelor’s degree from Dundalk Institute of Technology and a master’s degree from UCD. As these are two different designated institutions, she would like to know if this entitles her to two votes in the next Seanad Éireann election.
In Hannah’s application, she can list up to two of her degrees. However, she will be entered on the register only once, entitling her to one vote.

New Applicant: Multiple Degrees/Eligible
Isabel recently started an application to register for the new Seanad Éireann Higher Education constituency. She has a bachelor’s degree from the Institute of Technology Sligo, a master’s degree from Dublin Institute of Technology, and a doctoral degree from Dublin City University. Isabel would like to include all of her degrees on the application form to be registered.
In Isabel’s application, she can list up to two of her degrees. Her degrees will not be published on the register. She will be entered on the register only once, entitling her to one vote.

New Applicant: Did Not Provide PPS Number/Eligible
John wishes to register for the new Seanad Éireann Higher Education constituency. However, he does not wish to provide his PPS Number and would like to know if he can provide anything else to replace this.
If John has not provided a PPSN, he can download a Seanad Éireann Witness form from the SeanadVoter.ie website and bring this to either his local Garda Station or a Notary/Public Notary for completion and witnessing of signature. Photo ID must also be brought for confirmation of identity. This process is the same for applicants who do not hold a PPS Number.

Existing Applicant: Received Registration Letter/Eligible
Karen has been on the register of electors for the NUI constituency since 1980. She has voted in each election since. She recently received a letter in the post asking her to now register on the new SeanadVoter.ie website. The letter included a registration number and instructions. Karen should follow the instructions on the letter to register online at SeanadVoter.ie. This means that Karen will now be able to vote in all future Seanad Elections as she is on the register of electors for the new Seanad Éireann Higher Education constituency.
If she does not register, Karen will be unable to vote in Seanad Éireann elections for the new Seanad Éireann Higher Education constituency.
12.
New Applicant: Proof of Citizenship/Eligible
Lewis wishes to apply to be included on the register for the Seanad Éireann Higher Education constituency.
If Lewis is not an Irish citizen, he is not eligible to register to be included in the new Seanad Éireann Higher Education constituency.
If Lewis is an Irish citizen, he will be asked to provide a copy of his Irish Passport or a Certificate of Naturalisation with his application.
If he cannot provide either of these documents, he will need to contact the SeanadVoter.ie team for guidance.

New Applicant: Never Registered/Eligible
Monica graduated from UCD with a bachelor’s degree in 1990. She is an Irish citizen. She never registered for the NUI constituency, but would now like to be able to vote. As she is over 18 years of age, is an Irish citizen, and has a degree from a designated institution, she can apply online at SeanadVoter.ie to be included in the register for the new Seanad Éireann Higher Education constituency.

New Applicant: Naturalised Citizenship
Noah wishes to apply to be included on the register for the Seanad Éireann Higher Education constituency. He is 29 years of age and graduated from RCSI in 2018. He is from Canada and acquired Irish citizenship by naturalisation in 2020. As he is over 18 years of age, an Irish citizen, and has a degree from a designated institution, he meets the criteria to be added to the register.
